Whitcomb and Keller built this house in 1920 to be used as rental property. In 1938, the house was purchased by William S. Phillips, owner of Phillips Insurance Agency, a home-based business. The commercial addition to the structure was added in 1951 to accommodate his growing business. Most of that addition was removed in 2001 by a new owner, and that space was converted to a walled garden, with much of the original facade being restored at that time.
