The Soldiers and Sailors Monument was designed by McDonnel and Sons from New York with bronze figures by Rudolf Schwarz. It was built in 1903 on the south lawn of the Third County Courthouse and commemorated the fallen members of all the branches of the military of the wars to that date. The monument was moved to the north lawn when the County-City Building was under construction.
